This movie, which I found via William Gibson (sidebar), was made in the 1940s. It is an 11 minutes long educational film by Encyclopædia Britannica Films on despotism. The funny thing is, that throughout watching the movie, I thought it was a parody (like the infamous spaghetti harvest film) trying to show viewers what was wrong with the US today. Turns out, it's genuine. They knew what the problem was 60 years ago.
